Basic Function

Leads, directs, plans, and oversees agency-wide physical security programs and initiatives to ensure a safe and secure environment for employees and the public at Metro locations and while using Metro transit.

Example Of Duties

  • Oversees all aspects of Metro′s physical security and critical infrastructure protection programs; serves as Metro′s Facility Security Officer (FSO)
  • Oversees all aspects of grants received for physical security, including grants from the Department of Homeland Security and the State of California
  • Oversees all security-related capital projects and serves as the department′s principal project manager during the construction of new security facilities
  • Conducts Threat and Vulnerability Assessments (TVAs), develops mitigation strategies for threats posed by terrorism and other vulnerabilities, and ensures Metro′s TVA′s are up to date
  • Teams with department leadership to implement, audit, and update Metro′s System Security Plan (SSP)
  • Oversees all aspects of Metro′s security technologies, including video surveillance, radio communications, access control systems, video analytics, and other security related applications
  • Develops policies, procedures, and training materials to support Metro′s physical security, including video surveillance and access control program
  • Leads, develops, and implements strategies to harden key bus and rail facilities
  • Teams with the IT (Information Technology) department to ensure that security technologies fully integrate with existing enterprise systems
  • Conducts agency-wide physical security assessments at bus hubs, rail stations, administrative offices, and bus/train maintenance facilities
  • Researches, assesses, recommends, and develops innovative transportation security technologies
  • Prepares policy statements and procedure manuals regarding physical security and the use of security technologies
  • Ensures compliance with various local, state, and federal laws, rules, and regulations governing transportation security and reporting procedures
  • Participates in the department's information security, disaster recovery, and safety programs
  • Directs, supervises, trains, and motivates assigned staff
Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out
  • May be required to perform other related job duties

Requirements For Employment

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education

  • Bachelor's degree in security management, technology, engineering or related field

Experience

  • Five years of relevant management-level experience in physical security, budgeting, planning, and analysis, requiring at least two years specialized experience in area of assignment

Certifications/Licenses/Special Requirements

  • Certified Protection Professional (CPP) or Physical Security Professional (PSP) from American Society for Industrial Security (ASIS) or an equivalent military or federal rating

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

  • On call 24 hours a day for emergencies

Preferred Qualifications
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
The following are the preferred qualifications:
  • Experience developing and implementing security policies and procedures for a medium to large agency.
  • Experience leading staff in investigations related to security matters for an agency's assets and properties.
  • Experience utilizing technology and analytics tools related to access management systems and closed-circuit television.
  • Experience conducting various types of threat and vulnerability assessments.
  • Experience conducting design reviews related to security components of projects and programs.

Knowledge:

  • Local, state, and federal laws, rules, and regulations governing transportation security and reporting procedures
  • Theories, principles, and practices of physical security, crime prevention through environmental design (CPTED), critical infrastructure protection, homeland security strategy, and emergency management
  • Design, construction, installation, and maintenance of physical security systems
  • Security technologies related to video surveillance, access control, video analytics, facial recognition, weapons and explosives screening, and CBRN (chemical, biological, radiological and nuclear) defense
  • Threat and vulnerability assessments
  • Principles of supervision
  • Management theory

Skills:

  • Planning, organizing, and monitoring the work of a large-scale function
  • Understanding, analyzing, and implementing complex security recommendations
  • Understanding state and federal physical security grant programs
  • Reading and understanding design intent and construction drawings
  • Determining strategies to achieve goals
  • Establishing and implementing relevant policies and procedures for physical security
  • Analyzing situations, identifying problems, recommending and implementing solutions, and evaluating outcomes
  • Exercising judgment and creativity in making decisions and recommendations

  • Interacting professionally with various levels of Metro employees, outside vendors, and members of the public
  • Supervising, training, and motivating assigned staff
